I think you could work on making the characters fitting into the backgrounds more believable - the brightness make them stand out a lot. The rain also could use some improvement ... it wouldn't continuously come down in long lines. I get you can call these things stylistic choices but I'm trying to help you improve :)

Your good use of staging really helps the story. Good job :)

I was more doing the rain that way to emulate how it was done in a few times in Batman the Animated Series as well as to save me time due to the workload. I'll try to work on everything though!

The voice acting was recorded live and I probably could've redone the lines, and as for the art style, I tried to do a sort of space ghost sort of thing, Thanks for the criticism!
